Who defines whats good and evil?

This question plays on my mind constantly?
what determines right and wrong?
Are these just social norms?

whats everyones opinion?

      Hmmm I agree that we have created social norms and believe right and wrong is created in our own value systems which can be directly effected by our upbringing and culture
