    Is the reason for the flag hinting at something? I think I might know but I'd like to know for sure.

    If it is what I think it is one of the biggest problems towards doing it is the fact that so much of California's water comes outside of that state. Here in Colorado, California actually is permitted to use more of the Colorado River water than Colorado is. So if that flag is hinting at what I think it is, I think water should be a consideration in that.
