Why Is This Little Person Running Down The Street Alone?

There are so many questions I have about this photograph! This little girl looks like she is doing a mad dash for freedom! Is that the parent in the car? I would freak out if my child went running down a road like this without me. She is lucky the Google Car didn't mow her over. Do you think the little girl knows it is the Google Car? Or is she just a little hellian?
