Is electricity a problem in general in your country? As I write this I'm looking at my computer with the kilowatt power supply, thinking :_(
Have you tried getting one of those industrial, fanless PCs? They consume like 25 watts of power. Also they come straight from China. Very cheap.
Resources for electricity (like fossil combustible and hidroelectric plants) are there. The problem is how cheap services like this are, so the services themselves never get improved. Black outs are a problem in almost everywhere in Venezuela. Caracas is not exactly prone to suffer black outs, but the exact location I live in is very old and has not received maintenance in years.
Strange enough, my pc does nothing to the flickering of the lights, it can be playing something full speed top performance 100% and the rest of the things in the house do not suffer.
Also, I don't think I can afford a pc that has to be shipped internationally, the amount of shipping companies that still work here is 3 i think, and they charge more than the actual price of the product lol
