I've been hearing for a while that like when will break out to $50 and beyoud, and I know it's all speculation but I was wondering if anyone believes that it will break out before Aug 1st?

Yes....the closer we get to August 1 with no clear route on Bitcoin's future will most definitely send up LTC. If you look at charts over the last six month, LTC is stable and has slow growth with very few significant dips like BTC.
