Pallando aka Rómestámo was 1 of the 5 Istari who were sent to Middle-earth to help the free folk to fight back against Mairon (Sauron).
Before arriving in middle-earth, Pallando war the Maia of Oromë and he went to middle earth because Alatar, another Maiar, asked for it. Pallando and Alatar are known as the Blue wizards and their main focus after arriving in middle earth was to help control and defeat the easterlings ans southrons, both Sauron worshippers, both istari would stay east of the conflict of the ring and thus, were not involved much (if at all).
