In Mexico, their supreme court says the effects of marijuana are not such that a blanket prohibition is constitutional.
The court said if you can grow your own, grow it!
They haven't fully formed how their control matrix will break down, freedom isn't likely for long, but they determined that Mexicans have the constitutional right to poke smot.
