Does bud grow year round or is it seasonal?

Depends where you live and how you grow. Near the equator or with greenhouses and/or indoor growing, you can grow all-year round for sure. Here in Canada, you'd have to grow from late spring to early fall (give or take depending on the year) if you were doing all outdoor grow.

If it's grown indoors we can decide the seasons and every day is perfect weather.
Outdoors we're at the mercy of nature, so here in Canada there's one crop per year, June-September.

Interesting, Jersey is looking to legalize soon, and I recently got into gardening. I'd love to give it a try.

Is it officially legal in Canada? Or are there some quirks to the laws.

I definitely encourage you to give it a go. Cannabis is one of the most rewarding plants I've ever grown and I can't say enough good things about it, from many perspectives (as a grower, patient, environmentalist, etc).

No, it's not legal in Canada yet. October 16th is our "legalization" date, but the devil is in the details. The only thing being made legal that wasn't legal before is buying up to 30grams of dry bud from a government supplier. Most growing will remain illegal except for patients with hard to get paperwork. The majority of growing will be done by licensed producers, who suck at it, and use a lot of pesticides rather than love. It's a disaster up here. 14 years in prison for anybody growing or selling outside the legalized regime. Not at all what we voted for.... we got the bait and switch.
I grow a few plants on the blockchain in protest of these unjust laws. MediKatie my wife will benefit from the medicine when it's ready.

Ugh, the powers at be will always want control i.e. their cut. I take my health very seriously these days, I guess the next steps are pushing 'organic' versions of weed. Doing some research I'd need some land to mask the smell because I'm not paying utility bills to HEPA filter a closed room and it's going to reek. I'd still love the challenge, I work as a process engineer so I'd look to optimize grow parameters to maximize output. The majority of the public in the states wants it to at least be recreationally legal, even if they don't smoke themselves. Hopefully the industries who have been lobbying against legalization will eat their decisions through bleeding profits.
