Too little too late. Presidents always do this at the end of their term to add a couple rep points on the way out.
Doesn't make up for the war crimes, wrecked economy, or destroyed liberties.

I know American foreign policy is horrible. They are the biggest terrorists in the world Im with you. I however think that a president has very limited influence when it comes to things like that and as much as I hold America accountable for all the things you mentioned I don't blame Obama. I think people have a misconception about the level of influence that a President has.
