"There is an issue with poor Internet infrastructure and unstable currencies in many part of the world. There is a direct need of bitcoin in isolated regions of the globe, unfortunately many human have no access to bitcoin. This project will address that problem in hopes that it will allow many more people to use bitcoin."

I've read up on this - They have a very valid point - BTC can only be transacted if there is an internet connection - by bringing an internet connection to 99.1% of the world - (their goal) then nearly everyone can access BTC anc use it to transfer goods/services
