Why is modulus called 'modulus' when it can be named 'the remainder'?

Modulus comes from the Latin word "modus" which means measure. the "-ul-" makes it a diminutive, which means the "a small measure". I suppose in this context, it can refer to the "small measure" that's remaining after you divide.
