Karen Waters has pulled in hefty payments from the campaign to run a slate mailer operation after the FEC issued an advisory opinion in October 2004 allowing Waters to run the operation from the Citizens for Waters, her mother's campaign committee. Prior to 2006, Karen ran the arrangement through LA Vote, a state committee in California.
Karen is in charge of slate mailers, or endorsement mailers, in which candidates pay Rep. Waters's campaign to appear on mailers that are sent to more than 200,000 residents in the South Central Los Angeles area, where Waters holds a good amount of clout. The mailers contain a sample ballot and quotes of support from Waters.
As of the end of the 2016 election cycle, Karen and her firm Progressive Connections had been paid more than $600,000 in campaign funds from the committee for the running the slate mailers since 2006, the Washington Free Beacon previously reported.
Karen received another $108,862 in payments from her mother's campaign committee during the 2018 election cycle, FEC filings show. The committee additionally reported that it still owes $94,000 to Karen. Once the debt is paid off, Karen will have received more than $200,000 in payments from the committee as marked at the end of the midterm cycle.
In 1973, Waters went to work as chief deputy to City Councilman David S. Cunningham, Jr., then was entered the California State Assembly in 1976. While in the Assembly, she worked for the divestment of state pension funds from any businesses active in South Africa, a country then operating under the policy of apartheid.
According to Chuck Neubauer and Ted Rohrlich writing in the Los Angeles Times in 2004, Maxine Waters' relatives had made more than $1 million during the preceding eight years by doing business with companies, candidates and causes that Waters had helped. They claimed she and her husband helped a company get government bond business, and her daughter Karen Waters and son Edward Waters have profited from her connections. Waters replied that "They do their business and I do mine." Liberal watchdog group Citizens for Responsibility and Ethics in Washington named Waters to its list of corrupt members of Congress in its 2005, 2006, 2009 and 2011 reports. Citizens Against Government Waste named her the June 2009 Porker of the Month due to her intention to obtain an earmark for the Maxine Waters Employment Preparation Center.
Now This is maddening, because they find her guilty of ethics violations in 2010, but cleared her Completely just 3 years later. these People are So Corrupt it's Nothing short of sickening, yet they get up and virtue signal and yell at the working class citizens!
Waters came under investigation for ethics violations and was accused by a House panel of at least one ethics violation related to her efforts to help OneUnited Bank receive federal aid. Waters' husband is a stockholder and former director of OneUnited Bank and the bank's executives were major contributors to her campaigns. In September 2008, Waters arranged meetings between U.S. Treasury Department officials and OneUnited Bank, so that the bank could plead for federal cash. It had been heavily invested in Freddie Mac and Fannie Mae, and its capital was "all but wiped out" after the U.S. government took them over.
The bank received $12 million in Troubled Asset Relief Program (TARP) money. The matter was investigated by the House Ethics Committee, which charged her with violations of the House's ethics rules in 2010. On September 21, 2012, the House Ethics Committee completed a report clearing Waters of all ethics charges after nearly three years of investigation.
In early 2018, Waters was among the members of Congress the Republican Jewish Coalition called on to resign due to her connections with Nation of Islam leader Louis Farrakhan. Between 1993 and 2006, Waters repeatedly met with and had publicity photos taken with Farrakhan.
Packages that contained pipe bombs were sent to two of Waters's offices on October 24, 2018. The packages were intercepted and are being investigated by the FBI. No one was injured. Similar packages were sent to several other Democratic leaders and to CNN.

Washington, D.C. – In the midst of a national financial catastrophe, Rep. Maxine Waters (D-CA) used her position as a senior member of Congress and member of the House Financial Services Committee to prevail upon Treasury officials to meet with OneUnited Bank. She never disclosed that her husband held stock in the bank. This outrageous conduct has led Citizens for Responsibility and Ethics in Washington (CREW) to include the congresswoman as one of the Most Corrupt Members of Congress.
In September 2017, while giving a eulogy at Dick Gregory's funeral, she said that she was "cleaning out the White House" and that "when I get through with Donald Trump, he's going to wish he had been impeached." In October 2017, she said the U.S. Congress had enough evidence against Trump to 'be moving on impeachment', in reference to Russian collusion allegations during the 2016 Presidential election, and that Trump "has openly obstructed justice in front of our face."

The House ethics committee on Monday outlined its charges against Rep. Maxine Waters, who is accused of helping a bank in which her husband owned stock secure federal bailout funds.
The committee charged the 10-term California Democrat with three counts of violating House rules and the federal ethics code in connection with her effort to arrange a 2008 meeting between Treasury officials and representatives with OneUnited bank.
The panel said Waters, who sits on the Financial Services Committee, broke a House rule requiring members to behave in a way that reflects “creditably” on the chamber. The committee said that by trying to assist OneUnited, she stood to benefit directly, because her husband owned a sizable amount of stock that would have been “worthless” if the bank failed.
The committee also accused Waters of violating the “spirit” of a House rule prohibiting lawmakers from using their positions for financial gain, as well as a government ethics statute banning the dispensing of “special favors.”

But in 2006, as Jeryl Bier of The Wall Street Journal reports, Waters and members of the CBC met with Farrakhan after Hurricane Katrina, three years after the CBC met with Farrakhan, and Barack Obama, then a state senator, posed smiling with the racist minister. Bier writes that after the January 2006 hearings of the House Financial Services Subcommittee on Housing and Community Opportunity regarding the federal government’s response to Hurricane Katrina, at least four CBC members headed to St. Augustine Church to meet Farrakhan. A video posted to YouTube in 2009 shows Reps. Maxine Waters and Barbara Lee of California, Al Green of Texas and William Jefferson of Louisiana hugging and shaking hands with Farrakhan as they conversed about public responses to Katrina.

A member of the Democratic Party, Waters is currently in her 15th term in the House, having served since 1991. She previously represented the state's 29th district (1991–1993) and 35th district (1993–2013). She is the most senior of the twelve black women currently serving in Congress; she chaired the Congressional Black Caucus from 1997 to 1999.
