My data without me

Korean government is to promote so-called "MyData Industry" which looks ridiculous. The related bills are designed to support fintech companies not to protect personal information. Rather, many fintech companies will get to "free" access to sensitive personal information in the name of effective management of it. Who granted the right to them? Why did they label the name of it as "MyData" when they specifically exclude the owners of the data?
