Ham radio clubs consist of the majority of the existing meshnets in the world right now.
And there is most likely one in your area and you don't even know about it.

This is the practice exams and info needed for Canada ..Just look up the practice exam or the closest ham radio club in your area to get licensed.
I am updating the active node map to include all ham meshnet nodes and locations, but you will need to get your license to use them.
And its well worth the time to get to know your local ham radio operators. You will not find a more well informed bunch of community minded people anywhere.
