In the Bible the prophet Isaiah calls Cyrus the Lord's anointed, Messiah or chosen, but also Cyrus shows what it means to be a benefactor of humanity, reestablishing righteousness in human society through good government. Cyrus, the great "monarch" or king of kings, is the opposite or the counterforce of the king of Babylon, Nebuchadnezzar, who was a "tyrant" and promoted injustice, slavery and fear. According to how the ruler discerns is the form of government, there are governments that serve the glory of God, and others instead, to the accumulation power and wealth.
God in the Bible is not only the God of Israel but of all men of goodwill who fear him, Cyrus who is the King of the Persians and Medes, and with his benevolence allows the return of the captive Jews in Babylon and helps them in the second reconstruction of the temple in Jerusalem.

The prophet Isaiah in the book that bears his name introduces us to this liberator and how God blesses him and guides him to fulfill a mission:
"This is what the LORD says to his anointed,
to Cyrus, whose right hand I take hold of
to subdue nations before him
and to strip kings of their armor,
to open doors before him
so that gates will not be shut:
I will go before you
and will level the mountains;
I will break down gates of bronze
and cut through bars of iron.
I will give you hidden treasures,
riches stored in secret places,
so that you may know that I am the LORD,
the God of Israel, who summons you by name.
For the sake of Jacob my servant,
of Israel my chosen,
I summon you by name
and bestow on you a title of honor,
though you do not acknowledge me.
I am the LORD, and there is no other;
apart from me there is no God.
I will strengthen you,
though you have not acknowledged me
so that from the rising of the sun
to the place of its setting
people may know there is none besides me.
I am the LORD, and there is no other." Isaiah 45:1-6.
