Hurricane Harvey approached the island city of Galveston on the Gulf Coast on Friday, while a voluntary evacuation of residents living west of the Seawall was initiated. Harvey is a category 2 hurricane and would have been the most powerful meteorological system to reach the United States near 12 years. Texas governor Greg Abbott declared a state of emergency before the arrival of the hurricane
