Is minnowbooster a scam now?

I have delegated 40k SP to minnowbooster and they have been upvoting their own posts from several months ago with my votes? Why upvote old posts? Also, I can't find anyway possible to undelegate my SP. It all leads to application error. Someone please help me understand this better.
