When a user sends 1 SBD
Then minnowbooster bot takes 2 or more user's votes to upvote sender's post.
This way posts can still get higher votes. Does this make sense or am I missing some espect of how voting works?

Also, minnowsupport bot should not vote on posts of users who are not minnows.
