Bandwidth Management

There are no transaction fees on the Steem blockchain or on Steemit.com. Witnesses are paid very little from the blockchain to perform these transactions in order to help them with the costs associated with running the servers/nodes that verify all the transaction on the Steem blockchain. A unique system has been put into play to help alleviate the strain high volume transactions can put on the servers the witnesses run at 'peak' times. This system is called Bandwidth.
Each operation a user does on the blockchain consumes a certain fraction of his bandwidth. The bandwidth of each account is directly proportional to his STEEM Power. The overall bandwidth allowance per user scales with the load on the blockchain. In times of high network load, accounts with low STEEM Power may not be able to interact with the blockchain. Steem Power is directly tied to your bandwidth and the 'load' the Steem network is experencing. This means that users with low Steem Power will have a hard time making multiple comments, upvotes and posts in a short period of time, especially during rapid network expansion ie a high volume of new account creations. @timcliff has a great Steemit post on just this. Please read it below and cast your vote for witness for him!
So far the only solution to helping users with low Steeem Power (3-15 Steem Power) interact on the blockchain more frequently, is to delegate them Steem Power like the @steem account has been in increments of 15 or to help advise them on the safest way to buy sp delegation to help increase their personal accounts bandwidth. Most will recommend, reserving or having at least 50 Steem Power to effectively use Steemit better.
There is a plan to revise the way Bandwidth is handled in the upcoming hardfork 20. They are calling it a 'Resource Credit' system, if it will be implemented and when is yet to be seen. Hopefully, it will help more Steemit users to interact more frequently on the Steem Blockchain.
