When South Africa was a pariah state it developed its own ICBM that could reach both Moscow and Washington.
The scientists who developed it were under the impression it was for launching satellites but actually it was sized to hold and deliver the nuclear warheads that were being developed in secret by another branch of government.
These rocket scientists were the same guys that developed the 4 generations of air to air missiles based on America's sidewinder.
