Need to know info for Missouri Cannabis Patients
As of 6 November 2018 Missouri took a major step in helping its medical patients by approving Amendment 2 by a 65% YES vote. There were 2 other issues on the ballot, Proposition C and Amendment 3, both of which failed to meet the minimum required votes needed to pass into law. The Department of Health and Senior Services will be tasked with regulating Medical Cannabis in the state of Missouri. Amendment 2 provides a timeline that we will touch on briefly; however, a more in-depth look at this, and what to expect in the future, will be covered in one of our other articles..
“In the professional judgment of a physician, any other chronic, debilitating or other medical condition,”
Below is a list of “Qualifying Medical Conditions” to provide you and your physician a guideline to manage your health care when the Amendment becomes effective.
The last one is important, so pay close attention.
Cancer
. Epilepsy
. Glaucoma
. Intractable migraines untreatable with other methods
. A chronic medical condition that causes severe, persistent pain or muscle spasms, including but not limited to Multiple
Sclerosis, Seizures, Parkinson’s disease, Tourette's Syndrome.
. Debilitating mental illness, including but not limited to, Post Traumatic Stress Disorder, if diagnosed by a state licensed
Psychologist.
. Human Immunodeficiency Virus (HIV) or Immuno Deficiency Syndrome
. A chronic medical condition that is treated with a prescription medication that could lead to physical or psychological
dependence, when a physician determines that medical marijuana could be effective in treating that condition and
would serve as a safer alternative to the prescription medication.
Any terminal illness
. In the professional judgment of a physician, any other chronic, debilitating or other medical condition, including but not
imited to, Hepatitis C, amyotrophic lateral sclerosis, inflammatory bowel disease, autism, neuropathies, sickle cell
anemia, agitation of Alzheimer's disease, cachexia, wasting syndrome
180 days after December 6, 2018, there should be applications available to apply for businesses such as cultivation, testing, dispensaries, and facilities. Also, the department will at that point make available the applications for medical cannabis cards, patient cultivation cards, and primary caregiver identification cards. Within 210 days of the effective date, the department will begin accepting those applications for identification cards with an annual fee of $25.
Patients who receive a cultivation card can grow up to six flowering plants at home for their own medical use. The amendment also States that if you are a licensed caregiver you will be allowed to grow for up to three patients, six flowering plants per persons, that are under your care. The department will be making rules and regulations by looking at other states for guidance concerning the cultivation of cannabis. As of yet, all the details are not in but we will keep you informed as the information develops.
There is still a lot that we just do not know, and many questions with few answers. We as citizens can only hope that Missouri looks at other states mistakes and learns from them. Patience is important in this process as things like this cannot happen overnight. It’s preferred that Missouri takes their time and does it correctly to not have delay after delay. Missourians could see some, if not all, of the regulations that Nevada and Colorado have put into place, but only time will tell. We will be keeping you up to date on upcoming changes with Missouri's Medical Marijuana program as the information becomes available.
