IMHO, ICO regulation (provided they're regulated in a good way) is a commendable thing. New promising blockchain initiatives, which actually bring something new to the table in that they have the possibility to emerge into actually being used, should be valued by their actual capabilities, not mere speculation.

Who would want their own hard-earned cash to vanish because of some ICO from a script kiddie in their underwear???

That depends on the moment you're asking him how it feels! ;-) Right after successfully acquiring the ICO's capital, it would probably feel just like @talia69 and @azzurra92 and @julienbh and @nsfwjen come knocking at your door, all at the same time, to "relax together". But the moment things go south and all the people losing money by investing in the "ICO scam" come knocking at the same door.... well... probably not so well...
