The Bible is made up of so many truths and it is the revelation of these truths that sets one free(John 8:32) and also grants him keys/access to the treasures in the kingdom of heaven. So after Peter had the revelation of Jesus being the Christ, Jesus gave him the keys to the kingdom. (Matthew 16:15-19)
However, the natural man/unbeliever has a veil covering his mind such that it doesn't matter the number of times he studies the Bible, it will not make sense to him. It will only be a history book or novel to him. This is the unfortunate state of atheists and all others who have not accepted Christ. Unfortunately, a believer who does not fellowship with the Holy Spirit is in an almost equal state because it is the Spirit who removes the veil off our minds and grants us understanding of the scriptures (2 Cor 3:16-17). Until you fellowship with him, the Bible will always be a boring, sleeping tablet to you.
