The author of The Hunger Games: Catching Fire is obviously deliberately describing the future Roman Republic. Panemin the film is engraved with the mark of Rome in all aspects: the disciplined peacekeeping force has the shadow of the Roman legion.

This is why Katniss was a thorn in the side of the president after the 74th game: she proved that people can maintain their dignity in the harshest environment, or in the words of the president, she gave them "hope".
Once the slaves realized that they were not so miserable and that they could create a better world, Rome/the blessed country would be destroyed.
So the president wants Katniss to play the second game: he wants Katniss to kill people and destroy people's hopes. It was here that Katniss completed her heroic act: she aimed her arrow at the sky and the rules of the game.
