At the end of "Captain America: Civil War" we see that Bucky Barnes/The Winter Soldier was put on ice in Wakanda.
He was too dangerous to let run around because he was struggling with the Russian programming that was detailed in "Captain America: The Winter Soldier."

A brief end-credit scene in "Black Panther" shows some Wakandan kids call Bucky Barnes “White Wolf” before he talks to Shuri. It's those two words that may change the path of Bucky in the Marvel Cinematic Universe.
He thanks her for helping him to get rid of that Russian programming. He’s now himself again.
While I would have previously guessed that Bucky would take over the mantle of Captain America in the Marvel Cinematic Universe, it looks like he may be the White Wolf instead.
In the comics, White Wolf is the adopted son of T’Chaka, which makes him a brother of T’Challa (Black Panther).
Again, in the comics, he is a Caucasian outsider who is welcomed by the people of Wakanda and is put in charge of the Hatut Zeraze, which is the secret police of that nation (which also may be the War Dogs mentioned in the Black Panther film).
If Bucky does take the role of White Wolf, that would set up an interesting dynamic between him and T’Challa given their history, and underscores how Bucky will feel indebted to Shuri, T’Challa, and Wakanda for restoring his mind and body, and for welcoming him, since he really no longer has a home.
It also opens up a whole new series of stories from the comics where White Wolf has played an important role in Wakanda and in other plots within the Marvel Comics universe.
