Notice something strange here?
This isn't some kind of weird continuity error. There is a reason the T-800 lacked eyebrows in this scene and every scene in the movie thereafter.
The T-800 sure did have them when he arrived...
But hang on, that's a very different haircut compared to later in the film where Arnie sports a shorter, spikier cut...
There is a reason for this too...
After acquiring them both in Tech Noir, the T-800 chases Sarah and Reese down a back alley where Kyle shoots the gas tank of a parked car. The resulting explosion seared the T-800's eyebrows right off and a good portion of the hair on it's head. A nice little touch by Cameron here.
