I think it's best if we pretty much keep the flag option like it's right now and simply add the possibility to choose at least one of these four options [Disagreement on rewards/Downvote (thats actually the same?), Fraud or Plagiarism, Hate Speech or Internet Trolling, Intentional miss-categorized content or Spam] by clickin on them, so the flagged Steemian kinda knows why he got flagged. He might have a closer look at his flagged post and will read "you got flagged, reason: Disagreement on rewards/Downvote AND Fraud or Plagiarism" or "flagged, reason: Fraud or Plagiarism", just for example.
