May be its a little exaggerated. Yes, they were important at that time, but so were some others who shaped new styles then. A real heavyweight was the duo Anne Clark/David Harrow with their dark synth new wave:

Yeah, Anne Clark was something different, for one with the synth only sound, and then the totally dark lyrics. Have a look on YouTube, there are a number of tracks from her.
It was a new trend in those days, with the synths replacing the old guitar, bass, drum setup. You like it a bit hefty, don't you? Perhaps you will enjoy this Belgian band then, who was also way ahead with its sound:

Wow he looks good! I forgot about him. Lol. I love the collab he did with tool. Idk about joy division. I like a few songs. Does he not make music anymore. Lol. But i will have to check out this unknown pleasures. A goth club i went to as a kid used to play joy division.
