You could get Adobe CS2 for free - Google it, I found several sources, like this: https://www.techspot.com/downloads/3689-adobe-photoshop-cs2.html
Myself, I got it a few years ago already for free. Once you installed it, whenever you open it, you get a small window to register it. Ignore it (click 'do not register') then when windows goes to 'allow update' click don't allow (because it would not do any good anyway, there are no updates available). From time to time it hangs up, then just close it and open it again.
PS: I have to use Paint the odd time if Photoshop does not recognize a pic I downloaded (sometimes happens with stuff from cellphones) - I just open with Paint and save as jpg, and then it works in Photoshop.
