There are multiple services to lease SteemPower. @Blocktrades (blocktrades.us) and @minnowbooster (minnowbooster.net) are the two biggest players. Blocktrades is cheaper at times, but minnowbooster is peer to peer so it might be cheaper at times. Theres also @master-delegator, a smaller program to lease SteemPower. This one is done differently using a bitshares UIA token which can be cashed in for a delegation.
You need to check the prices of all three places to make sure that you are getting the best deal, but they are constantly changing.

@master-delegator is currently down because of HF20 and delegation changes. I expect it to come back up sometime next week. But its as simple as buying the token on bitshares, and sending it to the master-delegator bitshares account with your steem name in the memo. There's a post on its page explaining how to use it.

There are many places where someone can lease steempower but i have seen some people using minnowbooster before and i think they have great features for leasing of steempower and also buying of upvotes
