In accordance with the principle of centralism, the implementation of national education tends to comply with guidelines from above or indoctrination. Educational organizations are arranged in such a way that there is no place for a dynamic organization because everything is determined from above by impersonating the unity of perception and direction, unity of container, unity of determination, and so on.
A system trapped in authoritarian power will certainly be rigid in its nature, characteristics of centralism, strict bureaucracy, control of the system by one party, the very dominant role of government and neglect of community participation in decision making which all have colored the national education system.
National education should be reformed in order to create a united and democratic Indonesian society or a empowered society. In a democratic society, every member of society has the power to be independent, not depressed by absolute power. Communities that are empowered are none other than a civil society or civil society.
