Colonialism and slave trade are definitely the bedrock of underdevelopment in Africa but it's been decades. You don't fail when you fall down, you fail when you refuse to get up. When Africa begins to understand that no one is gonna come build their home for them and that just as these western countries they deserve better then they'll wake up.
