ေရနံခ်က္စက္ရံုတည္မလား
ျမန္မာႏိုင္ငံတြင္သန္လ်င္ႏွင့္ေခ်ာက္ရွိေရနံခ်က္စက္ရံုၾကီး ၂ ရံုႏွင့္ ေရနံခ်က္စက္ရံုစု(မန္းသံပုရာကန္)ဟူ၍ ရွိသည္။ စီးပြားေရးလုပ္ငန္းရွင္အမ်ားစုမွာ အျခားမည္သည့္စီးပြားေရးလုပ္ငန္းမ်ိဳးကိုလုပ္ကိုင္ႏိုင္သည္ျဖစ္ေစ ေရနံခ်က္စက္ရံုတည္ေဆာက္ရန္ေတာ့ စိတ္ကူးမရွိတတ္ၾကေပ။ အေၾကာင္းမွာ အရင္းအႏွီးမ်ားျပားလြန္းျခင္း၊ ေရနံ ခ်က္စက္ရံုဆိုသည္မွာ အစိုးရကသာလုပ္ေလ့ရွိေသာလုပ္ငန္းျဖစ္ျခင္း၊ နားလည္ကၽြမ္းက်င္ေသာအလုပ္ မဟုတ္ ျခင္းတို႔ေၾကာင့္ ေဝါင္ေဝါင္ေရွး၍ ေဝးေဝးေရွင္တတ္ၾကေသာလုပ္ငန္းမ်ိဳးျဖစ္ေနပါသည္။
ယခုအခါ ႏိုင္ငံေတာ္အစိုးရမွ ေရနံခ်က္စက္ရံုၾကီးမ်ားအားပုဂၢလိကသို႔လႊဲေျပာင္းလုပ္ကိုင္ေစလိုေသာ္လည္း ျပည္တြင္း၌ လုပ္ကိုင္ႏိုင္သူကိုမေတြ႔ရ။ျပည္ပကလည္း ေျမေနရာ၊လွ်ပ္စစ္၊ကအစအကုန္က်ခံရမည္ဆိုေတာ့ စီးပြား ေရးတြက္ေခ်မကိုက္၍ သိပ္မလာခ်င္ၾက။
သို႔ေသာ္ၾကိဳၾကားၾကိဳၾကား Presentation ေလးေတြလာလာလုပ္ျပီး ထိုးေဖါက္ဖို႔ေတာ့က်ိဳးစားေနၾကသည္။ ထိုထိုေသာ Presentation မ်ားထဲမွာ Small Refinery Presentation ေလးအေၾကာင္းေျပာျပခ်င္ပါသည္။ ၂၀၁၇ ခုႏွစ္ ဂ်ဴလိုင္လေလာက္ကျဖစ္ပါသည္။ Entrepose Group ၏ Small Refinery Presentation ျဖစ္ပါသည္။ 2500BPD,5000BPD,10000BPD အထိခ်က္လုပ္ႏိုင္မည့္ ေရနံခ်က္စက္ရံုအေသးစားကေလးမ်ားအား လာ ေရာက္မိတ္ဆက္ၾကျခင္းျဖစ္ပါသည္။ သူတို႔စက္က ေရနံဆီ၊Jet A-1 နွင့္ ဓာတ္မ်ားခ်က္လုပ္ႏိုင္မည္ျဖစ္ျပီး ဓာတ္ဆီကို 92 to 98 Ron အထိခ်က္လုပ္ႏိုင္ေၾကာင္းသိရွိရပါသည္။ မေလးရွားတြင္ ယင္းတို႔၏စက္ျဖင့္ ၃ ႏွစ္အတြင္းအရင္းေက်သြားျပီျဖစ္ေၾကာင္းလည္းေျပာၾကသည္။ ကၽြန္ေတာ္တို႔ဘက္ကမူ လက္ရွိစက္ရံုမ်ားကိုပင္ ပုဂၢလိကသို႔ လႊဲေျပာင္းလုပ္ကိုင္ခြင့္ေပးဖို႔ျပင္ေနသည္ျဖစ္ရာ စက္ရံုဝယ္ယူရန္အစီအစဥ္မရွိပါ။ သို႔ေသာ္ ျပည္ တြင္းလက္ယက္တြင္းမ်ားမွ ဝယ္ယူလုပ္ကိုင္ေနၾကေသာ ခ်က္ဖိုလုပ္ငန္းရွင္မ်ားကေတာ့စိတ္ဝင္စားႏိုင္ ေၾကာင္း ေဆြးေႏြးခဲ့သည္။ ကိုယ္ကလည္း ဝန္ထမ္းဆိုေတာ့ ပုဂၢလိကခ်က္ဖိုလုပ္ငန္းရွင္မ်ားနဲ႔လည္း သိပ္အဆက္အစပ္မရွိ လွ။
သို႔ေသာ္ ဒီႏွစ္ အ.ထ.က(၅)(ျပည္)၏ ေဖေဖၚဝါရီလ (၁၂)ရက္ေန႔တြင္ သူငယ္ခ်င္းမ်ားနွင့္ျပန္လည္ဆံု ေတြ႔ ၾကရာခ်က္ဖိုလုပ္ငန္းလုပ္ကိုင္ေနသူ သူငယ္ခ်င္းတစ္ေယာက္နဲ႔ျပည္လည္ေတြ႔ဆံုရသည္။သူကို Small Refinery အေၾကာင္းေျပာျပရာစိတ္ဝင္စားသည္။ သူတို႔သည္ ေရနံခ်က္ဖိုလုပ္ငန္းမ်ားလုပ္ကိုင္ေနၾကသည္ ဆို သည့္တိုင္ေအာင္ နည္းပညာမ်ားအေၾကာင္းေဆြးေႏြးသည့္အခါ နားမလည္သည္ကိုေတြ႔ရသည္။ အျပစ္မဆိုပါ။ တကယ္လည္း ကၽြႏ္ုပ္တို႔ဝန္ထမ္းမ်ားမွလြဲ၍ အျခားသူမ်ားအတြက္ အစိမ္းသက္သက္လုပ္ငန္းမ်ားျဖစ္သည္။ သာ မန္အရပ္သားမ်ား၏ ေရနံခ်က္ဖိုဆိုသည္မွာ ေရွးေရွးတုန္းက ေျပာရလွ်င္ရွင္ဘုရင္ေတြအုပ္စိုးသည့္ေခတ္ေလာက္ ကတည္းကနည္းပညာမ်ားျဖစ္မည္ထင္သည္။ လက္ေတြ႔လုပ္ကိုင္ေဆာင္ရြက္ေနသည့္ဝန္ထမ္းမ်ားက အသက္ ၆၀ ျပည့္လွ်င္ ပင္စင္ယူ၍ သူသိခဲ့တတ္ခဲ့သည္ကို အျပင္ေလာကတြင္ ဆက္လက္အသံုးခ်ရန္စိတ္မဝင္စားေတာ့သကဲ့ သို႔ ျပင္ပမွ လူမ်ားကလည္း နည္းပညာရရွိဖို႔ဆိုသည္မွာ မျဖစ္ႏိုင္ေတာ့သည့္အေနအထားမ်ိဳးျဖစ္ခဲ့ၾကရာ ေရွးေရွး တုန္းကနည္းလမ္းမ်ားျဖင့္ ခ်က္လုပ္ေနၾကသည္ဆိုလည္း အံ့ၾသဖြယ္ေတာ့မရွိ။
ဆိုေတာ့ သူငယ္ခ်င္းကိုလည္းကူညီခ်င္၊ ကိုယ္ကလည္း အျပင္ေလာကတြင္ ေရနံခ်က္စက္ရံု အေသးစားကေလးမ်ား ျပည္တြင္းလုပ္ငန္းရွင္ကေလးမ်ား၏အင္အားျဖင့္ ေပၚေပါက္လာေစခ်င္သည္ျဖစ္ရာ Small Refinery Presentation အားအေသးစိပ္ျပန္ဖတ္ၾကည့္ရေတာ့သည္။ Entrepose Group ၏ Small Refinery တည္ေဆာက္ရန္ကုန္က်စရိတ္မ်ားမွာ အနည္းဆံုးခ်က္လုပ္မည့္ 2500BPD (၂၅၀၀ ဘာရယ္ပါေဒး)အတြက္ပင္ အေမရိကန္ေဒၚလာ သန္း ၆၀ ေလာက္ကုန္က်မည္ဟုေတြ႔ရသည္။ ျမန္မာေငြျဖင့္ဆိုလွ်င္ က်ပ္သန္းရွစ္ေထာင္ ေက်ာ္ေလာက္ျဖစ္ေနသည္။ ျပီးေတာ့ လက္ယက္တြင္းမ်ားမွထြက္ရွိသည့္ ေရနံစိမ္းမွာ တစ္ရက္ ၂၅၀၀ ဘာရယ္ အထိထြက္မည္ေတာ့ မထင္။ ထို႔ေၾကာင့္အေသးစိပ္ေလ့လာစံုစမ္းခဲ့ရာ ၁၅၀ ဘာရယ္ပါေဒးခ်က္လုပ္ႏိုင္သည့္ mini refinery စက္အေသးေလးမ်ားကို ျမန္မာက်ပ္ေငြ သိန္းေထာင္ဂဏန္းမွ်ျဖင့္ ဝယ္ယူရရွိႏိုင္မည့္ ေနရာတစ္ခုကို စံုစမ္းရရွိလာပါသည္။
