The Snow tale ... Why

It's beautiful isn't it?
This is the view from the window of my workplace.
And I have a question, does anyone know why the trees are covered with a fluffy layer of snow.
My city is on the river. It is the only river that flows out of lake Baikal. It does not freeze even in the most severe frosts.

Because of the large difference in temperature(-20 degrees) and water (3 degrees), the stronger the evaporation. The river gives up its heat to water in the environment and the air becomes too humid.

Residues of water vapor to Deposit on colder surfaces (buildings, trees) in the form of ice crystals.
Thanks to the law of temperature difference we get is a beautiful sight.
