Originally built as the official residence of the Dutch Naval Commissioner during the Dutch ruling period from 1602 to 1795 and used until 1948 as the Urban Commissioner's residence, it was fully renovated and restored to its former glory in 2013 with the assistance of the Government of the Netherlands under the direction of the Sri Lanka Archaeology Department and the Museums Department and was officially opened by the Sri Lankan President on February 3rd, 2013 to coincide with the country's 65th Independence Day celebrations.

Displays on the ground floor journal Sri Lankan naval history right back to Marco Polo's time whilst on the first floor there is an exhibition of photographs showing the building’s various stages of its renovation, as well as a room devoted to the marine ecosystem of the region and masses of information on the flora and fauna of the east coast, especially that of Pigeon Island. The wide balconies are fine resting places to pause and take in the beautiful views.
