I have noticed people have negative steem power above their plus steempower , I'm not sure why that is could someone explain to me ? Thanks in advance happy steeming .

Delegated steem is shown in brackets, each user is given a small amount of steem to give them bandwidth to post. Steem power is how much bandwidth of the network you can use this keeps spammers from doing too much
