Moses rescues the Israelites from captivity in Egypt performing great miracles, during the journey to the promised land, in Mount Horeb the Lord gives the Law to Moses, and requires the Israelites, the chosen people, to live as brothers and sisters, that's why in Leviticus after giving the ten commandments God summarizes the Law towards the neighbor as follows, revenge and hatred of others are serious sins before the Lord:
"Do not do anything that endangers your neighbor's life. I am the LORD.
Do not hate a fellow Israelite in your heart. Rebuke your neighbor frankly so you will not share in their guilt.
Do not seek revenge or bear a grudge against anyone among your people, but love your neighbor as yourself. I am the LORD." Leviticus 19:16-18
The Law of Moses, as moral and ethical code, is an overcoming of the Code of Hammurabi that was summarized in the Law of Talion, a principle of distributive justice: "Fracture for fracture, eye for eye, tooth for tooth" Leviticus 24:20.
Following the Leviticus, the book of proverbs is a sapiential book, and teaches us some wisdom rules to have with our neighbor, these tips are a continuation of the Law of Moses, the Bible explains to us that justice (give and receive proportionally) is not enough, without mercy (compassion, kindness, gentleness, benevolence) men cannot live as brothers.
Our neighbor is our brother explain the wise man to us, the Book of Proverbs tells us:
"Do not withhold good from those to whom it is due,
when it is in your power to act.
Do not say to your neighbor,
´Come back tomorrow and I´ll give it to you´—
when you already have it with you.
Do not plot harm against your neighbor,
who lives trustfully near you.
Do not accuse anyone for no reason—
when they have done you no harm" Proverbs 3:27-30.
We must act like this because in the end we all have a retribution:
"For the LORD detests the perverse
but takes the upright into his confidence.
The LORD's curse is on the house of the wicked,
but he blesses the home of the righteous." Proverbs 3:32-33
