Qtum - Based in Singapore Qtum is a B2B blockchain, a platform to build Dapps on its network similar to Ethereum. It's a hybrid between bitcoins and Ethereum, supporting Smart contracts.

Neo -Based in China, AntShares rebrand Neo, is a platform to build Dapps, differently to Ethereum you can program with different languages(Java, C##, Go), lowering the bar for developers -- it's most likely have support from the Chinese government.

Team/Personalities

Qtum CEO - Patrick Dai (previously Stephen Dai) was involved in a bitbay scam not a long ago, previously worked for Alibaba,
Qtum Developer - Stephen Xu developed softwares for Microsoft and Tencent.
Neo CEO - Da Hongfai also the CEO of Unchained podcast, he is the "Vitalic" of Neo. You can see them both sitting in the picture below.
They are working with Coz community (City of Zion) a huge community of open source developers.
