Net Neutrality (Throttling)

I believe I just experienced my first case of throttling on Netflix. I tried watching Oliver Stone's Untold History of the United States. Netflix would not let me watch this documentary. I tried watching several other TV shows and Movies. They all worked fine when I tried to watch the documentary again it didn't work.
