When evaluating Trump's record, remember to consider the totals. That is, regardless of welfare/warfare mix did total USG spending increase or decrease. Same goes or foreign relations and policy.
It may not be a coincidence that Trump is generating some friction with traditional allies of the USG right when the USG is engaged in ground breaking peace talks with NK. Arguably, taking the two together (peace with NK plus new tariffs with Canada and China, Mexican border wall), Trump's moves have resulted in more total friction. If there are black-tie masters, they are probably pretty pleased.
