Yup, a Republican taking the lead this time. No Joke. His program is so successful that other cities are implementing the same. Essentially the program seeks to bring jobs TO the homeless. The panhandlers benefit and so do the communities they serve.
It reminds me of the New Deal program that FDR passed in response to the Great Depression, which created numerous jobs for the unemployed. It reminds me of the New New Deal that should've be passed during this Great Recession. But that's for another post.
