How is it "fair" to offer free college by means-testing families in New York? If a family of 4 makes $124,000 a year then tuition is free. However if a family of 6 makes $125,000 the tuition is suddenly tens of thousands per kid.

    Thanks for the reply. Yes. Also they don't even look at the quality of the student. Why have free tuition if the student can't pass or does not want to work hard in school.
