The fork yesterday caused a problem with the delegation ability. This is something that happens at the base layer, hence requires another hard fork.

If they did not do it now, they would have to add it to the next fork, expected in the Spring. The problem with that is that new accounts would not receive the delegation from Steemit to operate.

11 AM EDT tomorrow the new fork goes into place.
