The UN Security Council voted against the Russian-proposed agenda for discussions regarding the Kerch Strait incident, while holding a meeting in New York City on Monday.
Seven council-members voted against Russia's agenda, four more countries abstained from the vote, while China, Russia, Kazakhstan and Bolivia voted in favour of it.
Commenting on the vote, Russia's First Deputy Permanent Representative to the UN Dmitry Polyansky said that Russia regrets its outcome.
Polyansky also stressed that "nobody can prevent Russia as a permanent member of the Security Council to raise the issues that we deem important under the agenda they relate to."
US Ambassador to the United Nations Nikki Haley said: "We stand united in opposing Russia's attempt to discuss yesterday's serious escalation in the Kerch Strait under an agenda item entitled 'violation of the borders of the Russian Federation.'"
Russia's Coast Guard detained three Ukrainian vessels after they breached Russia's Black Sea waters on Sunday.
According to Ukrainian authorities, their vessels had a right to pass freely over the Kerch Strait based on international law.
