The initiators of the bill were Andrei Klishas, Lyudmila Bokova and Andrei Lugovoy. According to them, autonomization is needed to counter the "aggressive" actions of America. The new law is an insurance that the Internet in Russia will work smoothly, even if the United States disconnects us from it. Users decided that they could create an analogue of the Chinese firewall in the country, but the DG rejected this assumption.
The Accounting Chamber did not want to support the bill due to its financial and economic lack of settlement. At first, the authors said that no additional funds were needed from the budget, because 1.8 billion rubles had already been pledged to various expenses for the next 3 years. Soon, Andrei Klishas said: 20 billion rubles are needed to implement the draft law. But experts at Svyaz and IT have calculated that it will take amounts several times more - up to 134 billion rubles annually. RSPP members expressed concerns that telecom operators and Internet companies will have to pay "out of pocket" for the installation, maintenance and power supply of the equipment.

Russians who are used to spending leisure time on the global network, as well as those who get the necessary information on the Internet, in the first half of 2019 expect an unpleasant surprise. In test mode, the network is temporarily turned off in all regions of the country. In other words, the Russian segment will be cut off from the global web, thereby depriving users of going beyond the information field of the country.
This experiment will be conducted over a short period of time. How much it will drag on is still unknown. It is also not reported exactly when it will be held, but it is previously known that this should happen before April 1, 2019. To this date, officials will make additions and amendments to the already existing bill.

The new and unparalleled in world practice document, which was considered on the eve of the State Duma of the Russian Federation, received support in the Government. Nevertheless, the project was sent for revision. And now, on February 7, 2019, new information appeared, which primarily indicated the amount needed to implement the plan.
Officials want to spend more than 20 billion rubles to implement the idea of creating a domestic counterpart of the Internet. Given the difficulties encountered in the implementation process, the amount may increase. However, in addition to the financial component, the officials took into account the technical ones.
The fact is that Russian specialists, Internet providers, and users themselves will have to make significant changes to their usual settings. And if they try to rid the latter of these ordeals, the rest will have to work very hard.
In order to ensure the efficiency of state structures, banking and financial institutions, IT specialists need to develop a similar network that will work using already familiar protocols and mechanisms, but without the intervention of European servers and other equipment.

The stable operation of the Internet in Russia by creating a so-called “autonomous network” capable of ensuring independence from a foreign system remains only on paper. Time will show how this will be realized through real steps.
