The average cost of sending a bitcoin transaction is cheaper than it's been in a year and a half, showing the price isn't the cryptocurrency's only unpredictable metric these days.
But with all the debate about growing fees, this might come as a surprise. After all, it wasn't so long ago that fees were so high a group of prominent investors and miners created a whole new version of bitcoin mostly to keep fees lower.

France Cracks Down on Bitcoin Derivatives
Autorité des marchés financiers (AMF), the independent regulatory body governing France’s stock market, issued two statements today, one on initial coin offerings (ICOs) and another on the prospect of bitcoin derivatives. Both point to more oversight to come for crypto in France, including everything from formal authorizations to a ban on advertisements.

Russia to “Tame and Test” Crypto Technologies in Crimea
A proposal to “tame” crypto technologies in Crimea has been made in Russia’s parliament this week. A local representative of the Russian Association of Cryptocurrencies and Blockchain told deputies the republic’s jurisdiction can be used to “test the new phenomenon”. RACIB has been working on a roadmap to implement the “Crypto-Crimea” plan and set up a blockchain technology development center on the peninsula.

Crypto Markets Continue Experiencing Slump, BTC Dips Below $10,000
Crypto markets have continued their slump, with Bitcoin (BTC) briefly dipping below $10,000 today, Feb. 22, and altcoin Ethereum (ETH) edging closer to $800, according to data from CoinMarketCap.
Total market cap is down as well, around $430 bln by press time, down from last week when it broke $500 bln.
Bitcoin is currently trading a little over $10,000, down almost 7 percent over a 24-hour period by press time. Cointelegraph reported Wednesday that Bitcoin’s tolerance had seen a monthly high of 34.9 percent, a high barely broken today with CoinMarketCap data showing a 39.5 percent BTC dominance.

Ubisoft Eyes Digital Collectibles On Blockchain
The Design Innovate Communicate Entertain Summit, a gaming convention attended by industry leaders, is wrapping up today, February 22, 2018.
Yesterday at the event, the director of insights and trends at Ubisoft's Strategic Innovation Lab, Lidwine Sauer, said we now live in a golden era which has seen augmented reality and artificial intelligence rise to prominence. She also noted that "in the last months, the world became fascinated by cryptocurrencies which are digital currencies governed by algorithms and not by governments or central banks."
