South Korean delegation Chung Eui Yong said North Korean leader Kim Jong Un said he was ready to dialogue with the United States.

Chung goes on, Kim is willing to denuclearize because it is the last request of his father, Kim Jong Il.

However, as reported CNBC NewsSelasa (6/3/2018), Kim filed a condition before submitting their nuclear program.

"The North will do it (denuclearization) if military threats against them are removed, and their safety is guaranteed," Chung said.

Kyle Ferrier, Director of the Korean Institute of Economics in the United States, specifically asked North Korea to withdraw all their troops from South Korea.

The request, Ferrier continued, obviously would be difficult met by the government of President Donald Trump.

"From what I've noticed, Kim Jong Un seems to be trying to eat his own cake," Ferrier remarked.

As for Senior Asian Analyst from Verisk Maplecroft institution, Miha Hribernik, Kim's statement is a subtle "subtle attack" of the North.

Kim, said Hribernik and Ferrier, seemed to be warm by saying that he had good intentions to hold talks with the United States.

Hribernik continued, Kim tried to make sanctions and world pressure given to his country can be loosened.

"The North Korean economy is really devastated, Kim is trying to use all the best cards he has," beber Hribernik.

Hribernik warned that any dialogue that South Korea and North Korea are trying to build could collapse at any time if North Korea does not get the concessions they need.

Leonid Petrov, a Korean researcher at the Australian National University then exemplified the failure of talks between North Korea and the United States in 1994.

At that time, President Bill Clinton promised security, tankers containing crude oil, and construction of a water refinery factory in exchange for denuclearization of North Korea.

North Korea had time to suspend its nuclear program. However, the US is in fact only keeping its promises.

"The North then decided to continue the program after President George W Bush was deemed disrespectful of the deal," Petrov said.

Ferrier then added that both Washington and Seoul should be careful if they want to make concessions to North Korea at the negotiating table.

"North Korea is known to have track records often deny various agreements that occurred in the past," said Ferrier.
