This is a big deal, even though there are legal challenges ahead. The California State Senate approves a bill to impose net neutrality restrictions on internet service providers that want to operate in the Golden State, defying the FCC and its chairman Ajit Pai.

This sounds like it actually enforces Net Neutrality. I know at least one other state is refusing to deal with providers who don't do Net Neutrality.

Montana is definitely taking an interesting approach to this issue for sure

States are the laboratory of democracy. Let's see how this works and if California leaps far ahead in this particular subset of a field it already dominates.

How they will enforce it?

Especially since most of the companies that provide Internet Services within the Golden State are actually headquartered in other states.
