Bangladesh Prime Minister Sheikh Hasina is going to India for the second time in just a year-and-end this month.

The Visva-Bharati University has confirmed that on May 25, he will inaugurate the 'Bangladesh Bhaban' funded by the Bangladesh government in Santiniketan. The next day, in West Bengal, he will take an honorable Deleit from a university named Kabi Nazrul.

The two West Bengal programs are likely to meet with Chief Minister Mamata Banerjee, although the state government has made it clear to the BBC that there is no change in their position on the Teesta agreement.

Why is this background in such a short time that Sheikh Hasina's visit to India?

In fact, when Narendra Modi and Sheikh Hasina met at the Commonwealth summit last month in London, the Prime Minister of Bangladesh had initial talks about this visit to India.

Accordingly, on May 25th, in the presence of Narendra Modi, Sheikh Hasina will inaugurate Bangladesh Bhaban in Visva-Bharati.

The next day, from the University of Asansol, Kazi Nazrul will get honorary degree from the University.

In the state that the Teesta agreement has been obstructing West Bengal, the former India Ambassador to Dhaka Pinakaranjan Chakraborty believes that Teesta's shadow will not fall on her visit to that state.

"I think the Teesta issue has gone to many backgrounds now," he said.

Mr. Chakravarty further said, "Sheikh Hasina has agreed on this visit as she is about returning to power, and the tour will also allow her to discuss another round of discussions with Modi and Chief Minister Mamata Banerjee."

Kazi Nazrul University is located near Churulia, the birthplace of poet Nazrul, who honors Sheikh Hasina with degrees, with them there are many educational institutions of Bangladesh, and even close contacts of government.

The professor Ashish Mistri said that Sheikh Hasina's visit to their establishment could open another horizontal relationship outside of traditional diplomacy.

In his words, "There is a wide range of public diplomas, or track-to track-3, beyond the protocol's diplomacy, from that point of view, but the visit of Prime Minister Hasina to us here is of different importance."

In the bilateral meeting that issues such as Teesta have not been resolved yet, such an informal tour - where the intimate relations between the people of the two countries can be built - there is hope that the process of ice melting could start.

"And the relationship between our two countries is not limited to just Dhaka-New Delhi, West Bengal has a big role in it, it has been seen repeatedly in the past," said Professor Mistri.

In fact, there can be a specific discussion between Mamata Banerjee and Sheikh Hasina in Visva-Bharati or Asansol, that possibility is strong.

But irrigation minister Rajiv Banerjee, in the Mamata Banerjee Cabinet, makes it clear to the BBC that at the moment the Teesta has no conditions to sign water sharing agreement.

"There is no water in the Teesta during this dry season." The way Tekta, the once full river, has dried up once the Sikkim Teesta has completely dried up, we do not need it. "

"We believe that if the agreement is not extended by the flow of water in Teesta, it will not be of any help to anyone, nor can anyone satisfy it, hence the agreement is meaningless." Mr. Banerjee said.

As a result, there is no likelihood that Sheikh Hasina can open up to Tista in West Bengal and India during the election year in Bangladesh.
