Italis populists aim to challenge EU on debt and migrants.

One of the draft ideas is to demand the cancellation of €250bn (£220bn; $295bn) of Italian bonds bought by the European Central Bank.
Italy has the second highest public debt in the eurozone.
The two party leaders also launched an attack on EU officials, accusing them of interfering in the talks process.
Three EU commissioners have already stressed there is no appetite for any change in the rules.
Right-wing League leader Matteo Salvini attacked "unacceptable interference from the EU" while Luigi Di Maio, of the anti-establishment Five Star Movement, spoke of "continuous attacks... from Eurocrats".

Like any multilateral economic/political arrangement, the EU is merely an instrument through which its most powerful members can exert control over the less powerful ones.

Also, don't ever let anyone tell you that economics and politics are two separate things - they are not. They are one and the same. In the case of the EU, the European Central Bank loans are an economic tool for enforcing a certain political rule.

And finally, I read somewhere that the mission of bureaucracy (or Eurocracy, in this case) is to consolidate and maintain power. This would certainly seem to apply here.
